Indian Pharmaceutical Supplier to Kazakhstan.

Kazakhstan runs one of the most concentrated public pharmaceutical procurement structures on the planet: SK-Pharmacy LLP is a single-state-buyer that channels every hospital and primary-care medicine tender through one Almaty desk. M Care Exports has built its Kazakhstan workflow around that reality. We prepare NCEMM dossiers in Russian, ship through Almaty and Astana on Air Astana and FlyDubai cargo, and settle in USD or INR through sanctions-clean correspondent banking. Private-side importers like Tselinograd Pharm, Pharmacia Plus, and Europharma get the same Mumbai consignments via separate commercial pricing.

Regulatory environment

NCEMM, SK-Pharmacy, and the EAEU customs framework.

The National Center for Expertise of Medicines and Medical Devices (NCEMM) sits under the Kazakh Ministry of Health and is the registration authority for every imported medicine. Dossiers are reviewed in Russian or Kazakh; English CTD packs are accepted only with notarised translation, so we prepare the Module 1 administrative section in Russian from day one and keep Modules 2 to 5 bilingual to cut the review cycle.

Public-sector procurement is unusual: SK-Pharmacy LLP acts as a single state buyer concentrating every Ministry of Health, regional health department, and tertiary hospital order through one tender desk. Private demand sits with Tselinograd Pharm, Pharmacia Plus, and the Europharma retail chain, which run their own importer registrations and price negotiations parallel to the state book.

Kazakhstan is a founding member of the Eurasian Economic Union alongside Russia, Belarus, Armenia, and Kyrgyzstan. A single EAEU marketing authorisation is technically valid across all five states, but Kazakhstan still requires country-level review for SK-Pharmacy listings, so we keep both the EAEU master file and the local Kazakh annex updated in parallel.

Banking is the part that surprises new exporters: despite EAEU membership and the long Russian border, Kazakh banks operate independently of Russian sanctions exposure for international USD trade post-2022. Halyk Bank, Kaspi, and ForteBank all clear USD invoices cleanly, and INR settlement is live through the State Bank of India's bilateral arrangement.

What we do for Kazakh customers

From Russian-language dossier to Almaty warehouse arrival.

Russian-language NCEMM dossiers

Module 1 of the CTD goes into Russian from the first draft, with notarised translation of GMP certificates, manufacturing licences, and CoA archives. We coordinate with NCEMM reviewers through our Almaty consultant network so queries on stability data or impurity profiles get answered in the language the regulator reads.

SK-Pharmacy tender response

We track the SK-Pharmacy tender calendar, prepare price-quality bids in tenge-denominated formats, and pre-position priority molecules in EAEU-bonded warehousing in Almaty so award-to-delivery windows stay inside the 30 to 45 day commitment that the single-buyer book enforces.

Private-side importer pricing

Tselinograd Pharm, Pharmacia Plus, and Europharma retail buy on commercial rather than tender economics. We run a separate price book for the private channel, manage exclusive distribution agreements where the molecule warrants it, and protect against parallel-trade leakage between the SK-Pharmacy and retail channels.

Cold-chain validated biologics

Insulins, oncology biologics, and vaccines move under temperature-mapped envirotainers from Mumbai through Dubai to Almaty. Each lane carries dual data loggers, pre-positioned dry ice, and a customs broker briefed to clear within four hours of touchdown so the cold chain holds end to end.

Almaty and Astana customs and warehouse delivery

Our Kazakh customs broker handles GTD declarations, EAEU certificate of conformity validation, and onward delivery to SK-Pharmacy's Almaty distribution centre or to private importer warehouses in Astana. Documentation runs in Russian and English so both your QA team and the regulator stay on the same page.

USD, EUR, and INR settlement options

Most invoices clear in USD through Halyk Bank or ForteBank correspondent relationships. EUR is available for German-bloc importers, and INR settlement runs through SBI's bilateral arrangement for tenders that need to insulate from dollar volatility. All three are sanctions-clean post-2022 and audit-clean for our compliance file.

Mumbai to Almaty freight

BOM-DXB-ALA air freight and the Caspian alternative.

The default lane is BOM-DXB-ALA. Air Astana, FlyDubai cargo, and SCAT Airlines all run regular pharma-grade capacity from Dubai into Almaty (ALA), with secondary connections into Astana (NQZ). Transit time is 48 to 72 hours for cold-chain consignments and 96 hours for ambient. We use Almaty as the landing hub because customs throughput is roughly twice as fast as Astana for pharmaceutical GTDs.

Sea freight via Aktau on the Caspian is technically possible but rarely makes commercial sense for medicines: the Mumbai-Bandar Abbas-Aktau route adds 28 to 35 days and crosses Iranian waters that complicate Indian bank documentation. We keep it on the table only for non-cold-chain bulk consumables where the cost saving justifies the timeline. Rail through Russia is off-limits for sanctions-clean shipments.

Settlement is sanctions-clean despite the EAEU geography. USD invoices clear through Halyk Bank, Kaspi Bank, or ForteBank correspondent relationships with US and European banks. INR settlement is available through SBI's bilateral framework for Indian rupee invoicing where tender economics demand it. Letter of credit terms range from 30 to 90 days for SK-Pharmacy book; 45 to 60 days net is the norm for established private importers.

Formulary focus

Where Kazakh demand concentrates.

Anti-infectives and oncology dominate SK-Pharmacy demand. The state book prioritises generic injectables (third-generation cephalosporins, carbapenems, anti-TB combinations) alongside oral oncology (tyrosine kinase inhibitors, hormonal therapies). Kazakhstan's national TB control programme alone moves significant volume, and our Module 5 packs for first- and second-line TB regimens are pre-built for NCEMM submission.

Cardiovascular and diabetes lines drive private-channel volume. Statins, ACE inhibitors, ARBs, and SGLT2 inhibitors sell hard through Europharma and Pharmacia Plus retail. Insulin glargine and aspart, along with GLP-1 agonists, run through cold-chain channels into both state hospitals and private endocrine clinics in Almaty and Astana.

Cold-chain biologics and respiratory complete the picture. Recombinant insulin, hepatitis B and HPV vaccines, and oncology monoclonals all ship under temperature-validated cold chain. Inhaled corticosteroids and combination ICS-LABA inhalers cover the respiratory book, especially through the winter peak from October to March when demand spikes across the steppe.

An Almaty-based importer was preparing an SK-Pharmacy bid for a basket of oncology generics: imatinib, anastrozole, letrozole, and a tamoxifen secondary line. Their previous Indian supplier had submitted English dossiers with rough machine-translated Russian summaries; NCEMM rejected the package on language grounds and the bid window closed. The importer reached out to us with a sixteen-week runway to the next tender cycle. We rebuilt Module 1 in proper Russian, notarised the GMP and manufacturing licence translations through our Almaty consultant, refreshed the stability data archive to NCEMM's preferred summary format, and re-submitted. The dossier cleared NCEMM review on first pass and the basket was awarded across all four molecules at the next SK-Pharmacy round. Bonded stock had been pre-positioned in Almaty so the first tender pull shipped within eleven days of award. The importer has since extended the relationship to a cardiovascular line.

Why M Care for Kazakhstan

Built around the SK-Pharmacy single-buyer reality.

Most Indian pharma exporters approach Kazakhstan as a generic CIS market and stumble on two structural facts: SK-Pharmacy concentrates all public demand through one desk, and dossiers fail when Russian-language preparation is treated as an afterthought. We have built the Kazakh workflow specifically around those two realities. Russian-language Module 1 from draft one, Almaty consultant relationships that pre-empt NCEMM queries, EAEU-bonded warehousing for tender pre-positioning, and a tender calendar tracker that surfaces SK-Pharmacy windows six weeks before they open.

Sanctions-clean banking is the second structural advantage. Kazakhstan's geographic adjacency to Russia makes new exporters nervous, but Halyk Bank, Kaspi, and ForteBank operate cleanly on the international USD rails and have done so consistently post-2022. Our compliance file documents the correspondent banking chain, sanctions screening, and end-use verification for every shipment so your in-house counsel has audit-grade documentation on file before the first invoice clears. INR settlement is the backup option through SBI's bilateral arrangement when tender economics or dollar volatility favours it.

Kazakhstan FAQ

What Kazakh importers ask before the first PO.

Do you supply directly into SK-Pharmacy tenders or only through Kazakh importers?

Both. We supply private-side importers like Tselinograd Pharm, Pharmacia Plus, and Europharma on commercial terms, and we work with locally registered tender agents to participate in SK-Pharmacy bids where the molecule and economics fit. SK-Pharmacy itself only buys from Kazakhstan-domiciled bidders, so the commercial structure is always foreign manufacturer plus local agent of record.

How long does NCEMM registration take for a generic Indian medicine?

Plan for 12 to 18 months end to end for a standard generic. The active review window is roughly 210 working days, but Russian-language dossier preparation, notarised translation, sample testing at a Kazakh laboratory, and any review queries add the rest. We compress the timeline by preparing Module 1 in Russian from draft one, pre-validating GMP and manufacturing licence translations through an Almaty notary before submission, and routing review queries through our local consultant network.

Is INR settlement actually practical for Kazakhstan or is USD still the default?

USD remains the default for around 80 percent of Kazakh pharma import value because correspondent banking is mature and Halyk, Kaspi, and ForteBank all clear cleanly. INR settlement is live and practical through the State Bank of India's bilateral arrangement, and we use it for two situations: tenders that explicitly request rupee-denominated bids to insulate from dollar volatility, and importers who already hold INR receivables from other Indian exposures. EUR is available for German-bloc partners. All three are audit-clean.

What is the EAEU customs benefit, in practice, for Kazakhstan-registered medicines?

An EAEU marketing authorisation gives you legal access to Russia, Belarus, Armenia, and Kyrgyzstan without separate national registrations, in theory. In practice, country-level tender desks (SK-Pharmacy in Kazakhstan, the Russian state contract system in Russia) still require local registration annexes for state procurement. The EAEU MA is most useful for private-channel sales where importers can move stock across borders under the customs union without re-registering. We maintain both the EAEU master file and country-level annexes for Kazakhstan as standard.

Can you handle cold-chain insulins and biologicals into Almaty in winter?

Yes. Almaty winter temperatures drop to minus 15 to minus 25 degrees Celsius, which is actually the easier scenario for 2-8 degree cold chain because the ambient acts as a passive backstop. The harder scenario is the BOM-DXB transit leg in summer. We use temperature-mapped envirotainers with dual data loggers, pre-positioned dry ice at the Dubai transit point, and a customs broker briefed to clear Almaty within four hours of touchdown.

How do you handle the language requirement: Russian, Kazakh, or English?

Russian is the working language of NCEMM review and SK-Pharmacy tender documentation, and it is what we prepare against. Kazakh is the official state language and appears on labelling and inserts under bilingual rules; we coordinate Kazakh translation through certified Almaty translators for outer-carton and patient information leaflet copy. English dossiers are accepted with notarised Russian translation, but we recommend native Russian preparation from the start to avoid the rejection cycle that catches most new exporters.

Are Kazakh banks really sanctions-clean given the EAEU and Russia adjacency?

Yes, and we have the documentation to prove it on every transaction. Halyk Bank, Kaspi, and ForteBank operate independent correspondent relationships with US and European banks and have maintained clean USD clearing throughout the post-2022 sanctions regime. Kazakhstan's central bank has been explicit about decoupling from Russian financial infrastructure on international trade. Our compliance file documents the sanctions screening, correspondent chain, and end-use verification on each shipment so your in-house counsel can audit before the first invoice clears.
